The Government of Karnataka felt the need to use and adopt cost-effective building materials and technologies developed by various R&D organizations across the country. The Government of India is implementing a scheme of Centrally Sponsored Building Center Movement in the country by setting up construction centers in all the districts across the country under the National Building Center Programme.

The Government of Karnataka started the Bhawan Kendra movement in 1988 by starting 04 Bhawan Kendras. The activities of the building center did not gain momentum till 1991 when only four building centers were functioning in the state. The Government of Karnataka realized that there is a need for a state-level apex body to take up the activities of the building center in Karnataka.

The Government of Karnataka took a major initiative to promote, monitor, supervise and guide the activities of the manufacturing center in the state and set up an apex center named “Karnataka State Construction Center [KARNIK]”. It was registered on 11.06.1991 under the Societies Act 1960 KSR Act. In this regard, order no. HUD 63 KHB 1991 Issued at Bangalore, dated 1 Jan 93.
